David McCarthy

David McCarthy

F.S.C.S.I. F.R.I.C.S., LLM(UK), M.C.I.Arb

David has over 35 years of experience in the construction industry in the areas of construction contracts consultancy, claims management, commercial management, and dispute resolution, primarily in the civil engineering and building sectors. He is an elected Fellow of the Society of Chartered Surveyors Ireland (FSCSI), a Fellow of the Royal Institution of Chartered Surveyors (FRICS), and a Member of the Chartered Institute of Arbitrators (MCIArb). David is dual qualified and holds an LLM in Construction Law (UK).

David worked with Balfour Beatty International, one of the world’s leading building and civil engineering contractors, for 21 years, primarily in the Middle East and Far East. During this time, he gained significant experience on a broad range of large-scale civil engineering projects and was made a regional director for Balfour Beatty International in 1997 on its Malaysian projects.

David returned to Ireland in 2001 and continued to work as a consultant to Balfour Beatty until late 2009. In December 2007, he set up the private consultancy practice, TDR Quantity Surveying Services, now TDR Construction Contract Specialists, which specialises in construction contracts consultancy and dispute resolution. David has significant experience in all areas of Quantity Surveying, Project Management and Dispute Resolution. He has experience of all forms of construction contracts, such as FIDIC, IEI, ICE, NEC, Orgalime, RIAI (both blue and yellow forms) and is recognised as an authority on the Irish Public Works Contracts.

Since the founding of TDR Construction Contract Specialists, David has acted for a wide variety of clients on hundreds of mediations, conciliations, adjudications and arbitrations, in Ireland, UK, Europe and USA. David also has extensive experience in acting as a Quantum Expert Witness in Court, as well as in adjudications and arbitrations. He is a certified RICS Expert Witness.

Tara McCarthy

Tara is one of the founding directors of TDR Construction Contract Specialists. Having studied at Waterford Institute of Technology, Tara qualified as an Associate member of the Chartered Institute of Management Accountants (CIMA) in 1993, attaining Fellowship in 2024. Tara has worked extensively in Ireland and internationally in both financial and management accounting.

She has provided a range of accounting services both in the multi-national environment and with individual clients, including accounting, financial reporting and financial management services. Having spent time working in the UK, Russia and East Africa, Tara has proved to be an excellent communicator and highly efficient accountant. Tara is adept at identifying client issues and she has worked closely with auditors, legal professionals and chartered surveyors at a senior level to help provide effective solutions for clients.

Tara has been the driving force in the expansion of TDR Construction Contract Specialists, including the setting up of the successful UK and USA divisions.

Richie McCarthy

Richard has over 25 years’ experience in the Construction Industry having started out as a carpenter/joiner and working his way up to Site Agent and managing his own (multi-million euro) building business. His vast experience has covered areas of on-site project management, including responsibility for setting up site, and managing, monitoring and achievement of programmes as well as organising and managing the financial side of the business.

Having achieved a senior level of on-site experience, Richard decided to formalise his experience and returned to college in September 2012. He achieved his degree – a B Sc (Hons) in Quantity Surveying – in May 2014.

Richard moved to New York in October 2014 and is currently based in Manhattan working as an estimator.

Having completed two years of Architecture at SETU Waterford, Aishah decided to transfer to Quantity Surveying. She is currently studying part-time for her degree, a BSc in Quantity Surveying & Construction Economics at Technological University Dublin, whilst working at TDR Construction Contracts Specialists to gain relevant experience. She has just completed the 3rd Year of her degree. She has also spent a number of months working with a PQS firm to hone her quantification and measurement skills.

She has been working at TDR Construction Contracts Specialists on a variety of projects including residential, healthcare, and commercial/retail. Her work includes reviewing contract documentation, providing contract administration support on specific projects, and assistance in the preparation of submissions for dispute resolution processes.

Oliver Long

Oliver Long

B Sc (Quantity Surveying), MRICS

After successfully completing his BSc in Quantity Surveying at Limerick University in 2002 and working with O’Byrne Jenkins and Bowen Construction, Oliver moved to the UK for two years, where he worked as a Quantity Surveyor with ISG Pearce Ltd in Bristol. This was followed by a year in Australia where Oliver expanded his knowledge by working as a Contracts Administrator with GVA Project Control Group and Richard Crookes Constructions.

Oliver spent five years developing his QS skills with Michael McNamara & Company in Cork and Greymane Contracting Ltd in Bermuda before returning to Ireland. He has been working with TDR Construction Contract Specialists since 2013, liaising closely with David McCarthy to develop the Quantum and Delay expertise within the business. Oliver has substantial experience of all types of dispute resolution including mediation, conciliation and adjudication. In addition, he has extensive expertise in numerous forms of contract including Public Works Contract, NEC, IEI, FIDIC, RIAI and ICE etc.

Micheal Galvin

Micheal is a Chartered Quantity Surveyor, has over 30 years’ experience in the construction industry and has predominantly worked for both high profile main contractors and consultants in Ireland, the UK and the USA. He has acquired considerable experience, knowledge and understanding from working on projects of various complexities and value in the civil engineering, building and process sectors of the industry. He is proficient and competent in the use of the main forms of construction contracts such as the NEC, FIDIC, RIAI, PWC, ICE plus other bespoke forms.

He has extensive knowledge, competence and experience in relation to the administration of main contracts / sub-contracts and particularly in relation to the review and assessment of the various contractual terms and obligations of the parties to these contracts. He also has considerable experience in preparing for and participating in the various dispute resolution processes such as Mediation, Conciliation, Adjudication and Arbitration and this has allowed him to gain valuable insight and knowledge in relation to the contractual / legal matters that drive these processes and has a detailed understanding of the factors that ultimately determine the outcomes and decisions in relation to these dispute resolution mechanisms.

He believes his main objective at all times is to ensure that the rights and entitlements of the clients are protected and/or secured, in accordance with the relevant contractual arrangements.

Leon is an experienced Quantity Surveyor and Claims Consultant with 30 years of international and Irish industry expertise. Specialising in quantum and commercial dispute resolution, contract management and administration, contract reviews and analysis, joint venture agreements and business plans, negotiation of high-value claims and final accounts under standard contracts like RIAI, Public Works Contracts, NEC, FIDIC as well as bespoke forms of contract, across all major civil engineering and commercial building projects in Ireland, UK, Middle East, and Southern Africa.

Pat has worked with major Civil Engineering and Building Contractors in Ireland, UK and Australia. He has extensive experience in a range of Civil Engineering and Building Projects. He has worked on complex projects which involves managing all costs relating to those projects, liaising with the Client and Architects, and maintaining strong working relationships with the project teams and large contractor base.

He has taken full financial and contractual responsibility for projects, cost control and monitoring, contract administration, sub-contractor and major supplier procurement and adjudication, preparation of monthly contract reviews, contract review meetings & preparation and overseeing the preparation of monthly valuations, preparation and settlement of final accounts, sub-contract payments and final accounts, client and design team liaison.

He has also value engineered projects to ensure economical designs and prepared comprehensive bill of quantities, advising the client on the most economical method of achieving client requirements within defined quality standards and budget requirements. He has successfully built-up and maintained strong working relations with project team(s) and large subcontractor base, taking contracts from procurement to interim valuations through to final account within established budget(s).

Brian Wilcox

Brian is a construction and program management executive with more than 20 years of experience leading public- and private-sector capital programs ranging from $10 million to over $600 million across the United States, including New York, Massachusetts, Connecticut, New Jersey, and Florida. He has served in senior leadership roles including Section Manager, Project Executive, Client Advocate, Program Manager, and Scheduling Manager, directing project controls, procurement strategy, risk management, constructability review, multi-agency permitting, and design-build oversight across complex, multi-stakeholder programs.

His experience spans the full project lifecycle, from program setup and schedule development through claims resolution and closeout. Brian specializes in claims analysis and evaluation, forensic schedule analysis, CPM reconstruction, delay causation, and concurrency evaluation, and regularly collaborates with general and special counsel on claims strategy, dispute resolution, mediation, and arbitration, including occasional service as a scheduling and delay expert. He has also led construction due diligence reviews, risk identification, and schedule progress audits on complex and distressed projects.

Brian has delivered training in schedule development and management, time impact analysis, claims management, and earned value management systems, and has developed statewide scheduling standards and KPI frameworks for public agencies. He holds a Master of Arts and a Bachelor of Arts in English, both from Westfield State University. He brings a combination of senior program leadership and technical claims expertise to clients navigating complex capital construction programs throughout the Northeast and Florida.

As the founder of Cork WP Developers, Donal brings over nine years of dedicated experience to our team, overseeing our routine digital maintenance and ensuring our online presence remains secure. He is our team’s problem-solver for all day-to-day IT questions and troubleshooting.

Donal humorously describes his role as providing support for “anything that gets plugged in”, making him our trusted expert for everything from computers to software, internet connectivity, and VOIP systems.
